Summary

Article 9 Paragraph 3 of the Articles of Association is ambiguous on the mechanics of requesting and calling for a meeting. This motion is to clarify the procedures.

§9 3)	If it is in the Association’s interest, an extraordinary General Assembly may be called for. If this request is submitted to the Board by email or, if there is any, by entering the name on a list on the Web Site, and is supported by at least 10% of the Members, the Board is compelled to call for an extraordinary General Assembly within six weeks. The Members’ request must contain the desired agenda item.	Im Interesse des Vereins kann eine außerordentliche Mitgliederversammlung einberufen werden. Wenn ein diesbezüglicher Antrag dem Vorstand per E-Mail zugeht oder auf der Webseite (falls existent) veröffentlicht wird und dieser von mindestens 10% der Mitglieder unterstützt wird, dann ist der Vorstand verpflichtet binnen sechs Wochen eine außerordentliche Mitgliederversammlung einzuberufen. Die Anfrage der Mitglieder muss den gewünschten Tagesordnungspunkt beinhalten.
§9 6)	A majority of 75% of the votes of the General Assembly with a quorum of 25% of all Active Members is required to amend the Articles of Association or to decide on the liquidation of the Association. If less than 25% of Active Members participate, the vote can be the subject of an extraordinary General Assembly 2 months later. At the extraordinary General Assembly, only a majority of 75% of the votes of the General Assembly is necessary. Abstentions do not count as votes. It can only be decided about the specific proposal that caused this extraordinary General Assembly.	Für Satzungsänderungen und für die Vereinsauflösung ist eine 3/4 Mehrheit der Mitgliederversammlung und die Anwesenheit von mindestens 25% aller Aktiven Mitglieder notwendig. Wenn weniger als 25% der Aktiven Mitglieder anwesend sind, kann zum Zwecke einer weiteren Abstimmung zwei Monate später eine außerordentliche Mitgliederversammlung einberufen werden. Bei der außerordentlichen Mitgliederversammlung ist nur noch eine 3/4 Mehrheit nötig. Stimmenthaltungen werden nicht gezählt. Auf außerordentlichen Mitgliederversammlungen können nur die Anträge beschlossen werden, die die Einberufung der außerordentlichen Mitgliederversammlung veranlasst haben.

§9 3)	If it is in the Association’s interest, an extraordinary General Assembly may be called for by Members of the association. The request shall be submitted to the Board by email, or by posting notice on the association's web site. If the request is supported by the greater of: 3 Active Members, or 10% of the Active Members, the Board shall be compelled to call for an extraordinary General Assembly. The meeting announcement must be made at least 6 weeks prior to the scheduled meeting by both email and publication on the Web Site. The meeting shall be held within 8 weeks of the request reaching the specified support.	Im Interesse des Vereins kann eine außerordentliche Mitgliederversammlung durch Vereinsmitglieder einberufen werden. Wenn ein diesbezüglicher Antrag dem Vorstand per E-Mail zugeht oder auf der Website (falls existent) veröffentlicht wird und dieser von mindestens 3 aktiven Mitgliedern oder 10% der aktiven Mitglieder unterstützt wird (je nachdem, welche Gruppe größer ist), dann ist der Vorstand verpflichtet binnen sechs Wochen durch Versendung einer E-Mail und Veröffentlichung auf der Vereins-Website eine außerordentliche Mitgliederversammlung einzuberufen, welche innerhalb von 8 Wochen abgehalten werden muß, nachdem der Antrag die erforderliche Unterstützung erreicht. Die Anfrage der Mitglieder muss den gewünschten Tagesordnungspunkt beinhalten.

The extraordinary General Assembly shall be called per the notification requirements set forth in paragraph 3.	Für Satzungsänderungen und für die Vereinsauflösung ist eine 3/4 Mehrheit der Mitgliederversammlung und die Anwesenheit von mindestens 25% aller Aktiven Mitglieder notwendig. Wenn weniger als 25% der Aktiven Mitglieder anwesend sind, kann zum Zwecke einer weiteren Abstimmung zwei Monate später eine außerordentliche Mitgliederversammlung einberufen werden. Bei der außerordentlichen Mitgliederversammlung ist nur noch eine 3/4 Mehrheit nötig. Stimmenthaltungen werden nicht gezählt. Die außerordentliche Mitgliederversammlung darf nur den/die spezifischen Vorschlag/Vorschläge berücksichtigen, weswegen sie einberufen wurde. Die außerordentliche Mitgliederversammlung wird gemäß den Ankündigungsvorschriften in Paragraph 3 einberufen.

I've added the "by both email and publication on the Web Site" part to fulfill the requirements and align this with what we have in §9 1) for regular GAs.
