MetaCommentPlugin not rendering a comment box

Sorry to re-ask the same question, but on foswiki 1.0.9 with PatternSkin and MetaCommentPlugin and its dependencies installed, I don't get anything rendererd from this text: 
   * Set SKIN = metacomment, pattern
   * Set COMMENTSTATE = open
   * Set COMMENTFORMAT = linear
   * Set DISPLAYCOMMENTS = on

%METACOMMENTS{}%

The settings are rendered of course (as bullet points), the plugin call is not rendered, and there is no place to add comments. Here is what I see:

Am I being stupid, or is there another setting needed to actually add the comments with PatternSkin?
