Enable QuietSave button

It would be great to have a button for QuietSave. It is useful in case a user would like to do minor edits but does not want to trigger any notifications.

With regards to usability, there are already two save buttons on the edit screen and a "force new revision" checkbox. Adding a third button is increasingly confusing. Most users don't really understand the concept of different save modes and their combination or make use of them. They just want to save their changes reliably.

There are already better means implemented in Foswiki to keep the number of change notifications low: when you just did a normal edit followed by a few smaller corrections then they all end up in just one newly created topic revision and only one change notification will be emitted for it.

The dark side of manual "quiet" saves is that there are people operating in stealth mode doing little changes here and there without anybody else noticing. This is a real problem when trying to audit quality. It may even have a counterproductive effect on collaboration in general.

So do you really think that a "quiet" save is that useful in a collaboration environment?
