Search really in all webs, not only in public webs

Hello,

where is defined, that the option " web="all" " means only all public Webs? Where can I change this definition?

We use foswiki as a documentation platform, where every department has its own web. All employees have only view access to their web, but there are in every web a few topics allowed to be viewed by employees from other departments.

When a emloyee searches something in "all public webs", he finds only information in his own web, Main and System, but not in topics from other department-webs, where he has view access. To find information in this webs, he has to change the URL to "&web=otherdepartmentweb"
