Renumbering lists

I am adpating documents written in MS Word to operational procedures. There is a compelling reason to have a numbered list such as
  1. first step
  2. second step
    1. substep a b. substep b
  3. step 3
  1. step 4... etc.
I want the line associated with "step 4" (currently labeled as '1.' to pick up the numbering from earlier in the list. How might this be done?

You might consider the ExplicitNumberingPlugin. It allows much more control over numbering, including "named" sequences.
