White screen when trying to edit any article in specific web

Just recently, as in today, I had two users of my Wiki report that when they tried to edit a topic they were getting a white screen with no options. Upon further investigation, it seems that they can't edit any article within a specific web - and not the SAME web. They are each having this issue with different webs. Also, when they are within an article they have only three editing options in the top right-hand side of the page, not several like I do as an administator and like other wiki users. I cannot reproduce the issue with my admin or normal wiki user account, but CAN reproduce it with their credentials. I don't see any permissions restrictions on either the web they articles are in OR the actual article. Please help!

Check their User topics - are there any "Set statements" that override the default configuration?

The only statements in the topic preferences are:

• Local PERMSET_VIEW = default
• Local PERMSET_CHANGE = default
