RenderSolrTagCloud looks good, but links do not work

My issue is similar to the one in this answered question (https://foswiki.org/Support/Question1593), except that I have made the recommended edits to AutoTemplatePlugin. When hovering over a tag in the SolrTagCloud, the previewed link is the current page with only a # appended to the end of the address, thus clicking any tag just scrolls to the top of the current page.

Notably, other similar cases on the same page do work. For example, clicking on a tag in the header of a topic works correctly. My problem is limited to the tag cloud.

Using TagCloudPlugin 4.00, ClassificationPlugin 5.00, and SolrPlugin 4.30

Disabling SecurityHeadersPlugin 1.00 resolved this issue, and a few other similar issues as well.
