Per-page content security

I have been tasked with creating a documentation repository with a peculiar security requirement: Each document needs to have individual per-user access control.

This is for a set of documents for System Administrators, where some of the information pertaining to a particular system might be for only the Senior Network Admin (for example) but not for the TIer1/Tier2 folks. However, everyone should be able to see that such a document exists and be able to see the link to it on a publicly-viewable index page. They would then escalate if the information within was required for the task at hand. Each document will be manually assigned permission on a per-user basis rather than groups.

I was told that FOSWiki has this ability - ths that true? Does it require add-ins? If so, which?
