Customizing the skin for each Web

How can the top bar in FoswikiSiteSkin be customized on a per-web basis?
The FoswikiSiteSkin is a PatternSkin under the hood, so all documentation should apply accordingly: see All PatternSkin topics.

FoswikiSiteSkin was developed to meet the needs of this particular website, so some normal PatternSkin behaviors have been disabled. For example, FoswikiSiteSkin currently does not allow you to change the logo at the top of the page in the normal way. See http://foswiki.org/Tasks/Item1454 and http://foswiki.org/Tasks/Item8970. It is possible (see the "Skins" topic in the documentation) to create a new skin with modified CSS to change some of the behaviors of FoswikiSiteSkin.
