configuration and CPAN not enabled

When I install a Plugin, in configure, it tells me CPAN is disabled, sometimes there are others scripts for exampl. FCGI, which won't be found. Then I have to install my self. My question is, if CPAN would be enabled, would it go automaticaly.

and here the question:

The issue is that CPAN prompts the user for input and we don't currently have any way to redirect the prompts to the web interface. So it is disabled for web installs. If you run the installer from the commandline, then it will give you the option to use CPAN. (from irc: gac410)

I don't understand the question, could you clarify? If you are asking how to use the command line install; For example, if you are installing VotePlugin, download the file named "VotePlugin_installer" from the Extension page and place it in the root directory of the foswiki install. Then run that installer with perl VotePlugin_installer. It will download the rest of the extension files, and will prompt you to install CPAN dependencies.
