PublishPlugin's enableplugins does not disable plugins? (bug?)

I am part of a group making changes to a particular web on our wiki. The rest of the wiki uses MathModePlugin and LatexModePlugin, but these have been disabled for our web in its WebPreferences. We still use the equations and markup for these plugins, we just don't want them to be processed. The markup is
%$...$% and %\[...\]%

If I publish a topic with the default plugin settings, the math plugins are still enabled and they affect the output. Fair enough.

But if I publish a topic and I use "enable plugins" to only enable EmptyPlugin, all plugins should be disabled. Yet when I publish a topic like this, the math plugins are still enabled.

From reading http://foswiki.org/Tasks/Item8225 and its IRC log, it seems like it might be connected to this problem? I don't know anything about developing foswiki though, so its just a guess.

Is there a fix of any kind? A major part of our project relies on the published HTML, without the effect of the math plugins.
Yes, and it's most likely fixed with the fix to Tasks.Item8225

If not, re-open the task.
