What causes this error is the following scenario:

1 User creates an action foo 1 an actionotify email is sent about action foo 1 Before user sees email, either the user himself or another user deletes action foo 1 user tries to use edit link in actionnotify email foo and gets error

Confirmed. Of course in an ideal world, actions would never be deleted,
