Item10330: RedirectPlugin needs better control as to when to be enacted

At a very general level, the REDIRECT macro needs to expanded and activate a little less often.

This is somewhat related to Tasks.Item1586 & Tasks.Item8253

Ideally, it should only expand when being ( action.eq.VIEW AND TOPIC.neq.BASETOPIC ). I think all other times it should render something else in it's place. There might be a default value that gets rendered "Such and such topic is now being redirected to TheRedirectTopic." Additionally, another enhancement might be to have a MACRO option like alttext="blah blah blah".

As a workaround for includes, I just place the REDIRECT macro outside of STARTINCLUDE/STOPINCLUDE pairs, and put the alttext between them, but this still does not fix the problems detailed by Tasks.Item1586 & Tasks.Item8253
