Item1035: fields of header are not corresponded to RFC

The title should contain only 7-bit characters. If this is not enough, you should use Base64 or Quoted-Printable. Foswiki form field Subject "as is" if the localized interface is selected.

I'm not sure which header fields are being referenced. I've tried to recreate this. User registration sends properly encoded email headers, and Foswiki doesn't insert topic name, etc into the request / response headers.

Setting to no action. This it too old.
