In working with ImportPlugin, I hit the 'uplaod larger than upload limit' error.

if it is and AdminUser doing it, i think it would be better to have a 'do anyway' tickbox, rather than forcing the admin to increase the limit, and then decrease it again..

This is a bit more complicated. The Apache and FastCGI /FCGI request size limits also need to be considered. Setting to ProposalRequired.
