Item10614: ActionTrackerPlugin formatting broken if ACTION in list

If you enter an ACTION as part of a list item, the remaining content is not formatted correctly. It is formatted as if part of a nested list. Example:

   * item 1
   * %ACTION.......%ENDACTION%
   * item 3

item 3 appears as if we had

   * item 1
   * item 2
      * item 3

The simple answer is to not enter actions in lists.

I will leave this open in case someone thinks it's worth fighting with.
