current expectations

• Item10461 - Development.RefactorACLCheckOnResultSetAsFilter delegate ACLs, but I understand that we need more data to properly test this
• reduce general chattyness - delegate paging to mongo (ie, add a pagingIterator with a skip command)

and these might involve the following :

• SynchroniseInlineAndMetaPrefs
• Delegate Preference eval ? (i suspect this will be needed to do ACL's)

If SynchroniseInlineAndMetaPrefs is too much work, let's just skip it, assuming somebody (me?) will complete it "one day" before we branch off trunk for the next minor/major release.

Based on that assumption, we just need mongo to work with META:PREFERENCES
