Item10653: The simpler WebTopicList is slower than WebIndex

This may or may not be mongo specific (we use MongoDBPlugin). I have a web with 25,000 topics and on our VM, WebIndex taks ~7s whereas WebTopicList (which has simpler TML!) takes ~35s.

fwiw, it always bugged me that TOPICLIST even existed, that is, that i couldn't write it in terms of a SEARCH.

It bugs me too (actually... I'm pretty sure VarSEARCH can do what VarTOPICLIST does, right?)
