I'm not sure that this is desireable. (Crawford, please comment)

At this point, I'm commiting a test change that adds a store listener to allow me to make the mongodb requests not do that. however, I have also added commented out code in Meta that also avoids calling rcs if isLatestLoaded - I'm not 100% sure this is correct per the current Store design - *help*

Absolutely it's not desirable. However to know that you have a history, you have to have a version number that you can trust; and if you can't trust the one in the cache .txt file, your only option is to use RCS. So if you have a store that can be trusted to deliver a believable rev number for the latest rev, then you don't have to read the history (iff that rev is 1, of course)
