A fresh installation of Foswiki via the Debian package installer, with a fresh installation of Apache2 failed.

Apache error.log showed:
ERROR: Could not open logfile /var/lib/foswiki/working/logs/events.log for write. Your admin should 'configure' now and fix the errors!

It looks like the installer didn't create /var/lib/foswiki/working/logs -- creating this folder solved the problem.

Rather than create /var/lib/foswiki/working/logs as a directory, I've created it as a symbolic link to /var/log/foswiki. The /var/lib/foswiki/ directory contains a similar link, called 'log', which makes me think that this is the intended behavior. HTH
