Item11047: DBCache fails to handle topic names starting with an underscore

DBCache fails to handle topic names starting with an underscore: ex Sandbox._TestTopicStartingWithAnUnderscore. Topic names like this might not be desirable, but nevertheless, they can be created easily.

Applications depending on DBCache, like ClassificationPlugin, present some tricky bugs

This affects DBCacheContrib 11247 (2011-03-28) with DBCachePlugin 3.50 and 3.61.

Categories do not show in CategoryBrowser but present no problem in Category Tab in Editor.

Or TopCategory fails to render completely
