Many of the topics in TopicClassificationAddOn contain a reference to %USERWEB%. The actual macro reference should be %USERSWEB%. The result is that unless a user is a member of AdminGroup no new TopicTypes or SubjectTypes can be added to a web that has TCAO added to it.

As a workaround in the short term, you could simply define a global macro (in SitePreferences) that defines USERWEB as %USERSWEB%. e.g.

   * Set USERWEB = %USERSWEB%
