The post-commit routine keyed on a missing CheckinsOnBranch to parse old commits. But there are two issues.

CheckinsOnBranch was omitted from the Form definition, so it would disappear causing extra processing
Adding CheckinsOnBranch to the form then causes reprocessing of old checkins to fail because it's present but empty.
