install fresh
goto configure
goto install extension, pick one, hit install
do not set a pwd, or set any initial values.
you get'password not set', but not Ui to do so - you just get the normal enterpwd single input.

This is addressed completely for Foswiki 1.2, superficial changes for 1.1.5

Add a warning to the top of the page saying that password is not set
Add a "Change password" checkbox to access the password change dialog even if no settings have been changed.
