For some reason the Support web is prefixed. (or in this case, the Tasks web)

Maybe not. It looks like the Wysiwyg editor changes that to:
<a href="System.InstallationGuide#A_40optional_45_42required_on_Windows_42_41_Configure_the_locations_of_the_Perl_executable_and_the_Foswiki_modules" target="_blank">InstallationGuide</a>.
And it's that link that is rendered in the local web -
Tasks/System.InstallationGuide
InstallationGuide.

I think it's a Wysiwyg round-trip issue. The squab link doesn't make the round trip back as a correctly formatted link. Though I'm really not sure. It still might be Render. Testing:
The first example is relative to the current web, the 2nd is relative to site root. I'm not sure which should be the correct behavior when a simple Web.Topic is written in a href. And is the bug:
- Wysiwyg should have been able to roundtrip back to a squab
- href's in Web.Topic format should be rendered with / to be relative to the site root
- Both of the above?

It appears that this is actually fixed in current versions of
WysiwgyPlugin. I can't recreate the error now. There was a fix that causes Square Bracket links to remain in that format by tagging them. Fix for
Item12043. Changing this to no action required.
