Item12289: REPLACE FORM button should move to "more actions" - and be replaced

When a normal edit is performed on a topic with an attached from, the REPLACE FORM button appears.

This tempts ordinary users - who are concered with replacing (editing) form DATA, not the form itself - to push the button, which is not a good thing.

Like re-parenting, REPLACE FORM is really a function for topic developers, not a function for (most) topic users.

TWiki noticed this and has moved the button to the "more topic actions" page. Foswiki should do the same.

Instead, we should have an "EDIT FORM" button that, like the COMMENT plugin, allows updating the form data (contents) without opening the topic text for editing. In my experience, that's what regular users expect the current button to do (although they find it mysterious that it only appears after "edit topic".)

The "more topic actions" is already totally busted with tons of things happening at the same time. It should go away completely in the first place.

I wouldn't mind that. Wherever those functions go, REPLACE FORM should be among them.

The primary view that an ordinary wiki user has for editing a topic should not have a developer context button begging to be pushed..

On the other hand, that primary view would be enhanced by having a button that opens the form, but not the topic text for editing.
