Item12306: Enhance Foswiki::Store::saveAttachment to support attachment attributes

Attributes cannot be passed down into the store e.g. to control logging of the save. Thus functionality which belongs in the store is forced to hover above it, where the attributes are accessible.

The interface needs to accept a hash of options, one of which is comment, as the Foswiki::Func::saveAttachment API already does.

Needed for 1.2.0
