Item1231: twiki2foswiki script sees $Foswiki as a variable

Someone called Kenneth reverted his own fix for this by accident.

Reapplying. Also removing a note which is not true in most cases. And if it is, the script should be enhanced instead. Appraisal and benchmark lines in table do get removed if they are written like in most extensions. Any off standard text cannot be removed by scripting. This script does 95% of the work but there is a bit of editing required afterwards.
