Add Foswiki::Configure::checkPatch to report the file patch status.

Add a %PATCHREPORT% macro to list all *.patch files found on the system and generate a checkPatch report for each file. (Only reports for admin users).

This will need a change to the ~~~PATCH record format. We need a MD5sum of the file after the patch is applied, to determine if the patch is already on the system.
