Item12577: deprecate jquery.tooltip

jquery.tooltip (http://bassistance.de/jquery-plugins/jquery-plugin-tooltip/) is pretty outdated and not maintained anymore. There's a better alternative part of jquery-ui by now. In addition jquery.tooltip clashes with jquery-ui tooltip in the jQuery.fn namespace. So depending of the load order of jquery-ui and jquery.tooltip, either of them is installing a plugin handler randomly.

ImagePlugin is affected as well as it implements an thumbnail tooltip hovering over images, but assumes the api of the outdated jquery.tooltip plugin.

Solution is to just deprecate jquery.tooltip and rework the init js on foswiki markup to behave the same.
