Item12667: Implement the LogViewer API

Implement the LogViewer API contributed by TimotheLitt

This is the last of my stashed changes provided by Timothe. It works, but the eachEvent code in the loggers needs considerable work to make this really useful.

I think that this still needs some work for 1.2. It doesn't find all log files.

Seems to be working. It could probably use some enhancements:

• A DatePicker for the start/end time.
• A filter.

But this is probably sufficient for 1.2 if testing goes well. Should be restructured into a rest handler in the ConfigurePlugin for 1.2.
