Item12774: Allow ICONTOPIC to take a list

Users should not be modifying topics in the %SYSTEM% web. System topics are likely to be overwritten and user changes will be lost at the next upgrade.

For DocumentGraphics, the %ICONTPOPIC% variable should accept a list, in the same way that InterWikiPlugin handles this issue.

e.g.

    * Set ICONTOPIC = %SYSTEMWEB%.DocumentGraphics, %USERSWEB%.DocumentGraphics

(Note: for upward compatibility, TWiki's ICONTOPIC does handle a list. But, in any case, this is the Right Thing To Do ™)
