Item130: Create an Engine Room web to store the topics that make the site work

I'll try this as an experiment later today. The objective is to move the common forms, gateways and stuff to that web. Perhaps even create some widgets that users can use on their homepage (like the search for "my contributions" and that kind of things).

If the experiment fails, I'll revert it back.
