Item13257: Document other handlers NOT to use expandCommonVariables

The documentation for Foswiki::Func::expandCommonVariables() says not to use it in an initPlugin handler, but it will cause problems in other handlers as well. Specifically I've found that if you try and use it in beforeCommonTagsHandler, you end up in an infinite loop. I'd bet this also applies to many of the other handlers as well, so long as the plugin is doing any macro processing other than using expand...
