RCS store hides the TWiki web unless
TWikiCompatibiltyPlugin is enabled. PlainFileStore doesn't implement that test.

(11:01:14 PM) LorenEvey: gac410 et. al. FW1.2B2. From the TWiki WebHome topic page - If you do not need TWiki compatibility you can disable TWikiCompatibilityPlugin in the configure Plugins section. This will also hide the TWiki web so it does not appear in any user interfaces. Not even administrators will see it.

(11:03:07 PM) LorenEvey: I am logged on as a user with administrative rights. The TWiki web is listed in the left bar. This is a "out of the box" install into an empty directory. The TWikiCompatibilityPlugin is disabled. Is this behavior correct?

(11:04:50 PM) LorenEvey: Despite that the plugin is not checked in configure, the plugin button at the top is active and shows the compatibility mapping.
