Steps to reproduce the problem:

upload a file containing a german umlaut (ä,ö,ü)
try to apply an action (move/download/delete the attachment)

The reason the action fails is that the attachment name is not URL-decoded server-side.

It can be easily verified that this is a problem of the TopicInteractionPlugin, since working with the attachment with TopicInteractionPlugin disabled (and respective skin disabled) works fine.

Can't reproduce. Works fine here. However, I'll make a new release now. Please test again and then reopen this issue as required.
