Item14233: Create tools/check_extensions.pl to validate release readiness of extensions.

Sanity check all the extensions listed in lib/MANIFEST.

• Check the module VERSION string in the current source, and he last Tag.
• Lists any commits against the extension since the last release tag.
• Also pulls and checks the uploaded extension version from the Extension form
• Also flag any commits in the git log that do not appear in the extensions' change log.

Warns if there are commits, and the version listed in the current source is the same as an uploaded or original version.
