The directory TinyMCEPlugin/pub/System/TinyMCEPlugin/tinymce_dev is an ideal use of a git submodule.

The directory is not shipped with foswiki
It's not needed to upgrade to a new TinyMCE release
Though generated by an unzip of the TinyMCE development release, it is a mirror of https://github.com/tinymce/tinymce
