In mailnotify, DIFF_TEXT, albeit documented, is never used, probably for a good reason: it inserts verbatim tags but does not process them afterwards thus generating bad email html. Its diff is a + - diff only. The standard mailnotify replaces a TEXTHEAD placeholder with the core's summarizeChanges() output.

WTF: this never was committed to the core. Rescheduling it for 2.1.8
