Item14591: Store fails to read old revisions with RcsWrap store, if .txt file is modified.

If the txt file has got a newer timestamp than its ,v file will the store reject to load an old revision. This can easily be reproduced by viewing a file with http://...?raw=all&rev=1 and checking the TOPICINFO line. These should always be in sync. They aren't if you touched or edited the txt file on disk. Then the store always returns the top revision.

I did not check the PlainFileStoreContrib, but I'd expect the same error there as well.

PFS seems to be fine...

As a consequence these kind of topics cannot be diff'ed anymore.
