Item14614: Parameters passed to internal resource references are lost

It's a natural step to redirect {PubUrlPath} to viewfile - but if you do that, the URL can take parameters e.g. ?version=

However these parameters will be stripped off when the internal resource is processed.

It raises the question of how to behave when the same URL but with different arguments is used to retrieve a resource; the resource has to be cached with the arguments, or the whole resource treated as external.

Fixed by treating pub resources with args as external resources.
