This mechanism is a side product of the abandoned AngularPlugin work. It makes use of the jsonTemplate REST handler of RenderPlugin to load foswiki templates (TMPL:DEFs) asynchronously. While fetching the definition from the backend it records any additional assets - such as required css and javascript - which are then merged into the page at the right position if not already present.
