The mailer tests access rights twice:

  1. ... of the revision where the change ocurred (rev >= 1)
  2. ... of the base revision of the topic (rev 1)

Both of these tests are wrong as they don't reflect how Foswiki's ACLs work: only the top revision's ACLs have any effect. So people might get an email that they don't have access to anymore.
