If you type in < br / > in the wiki-code you will see a linebreak in the WYSIWYG-editor. The same should apply to the command % BR %

Workaround: Only use < br />. smile
%BR% is a foswiki macro. The editor can't predict what you have defined %BR% to be. You could have redefined it to
  • Set BR = Bad Robot
