This only happens when there are url params: load this bug item with foo=bar

The anchors in the %TOC get a A_01 prefix for no obvious reason. This happens because the source text to compute a unique anchor for does contain the ?urlparams in it. The A_01 prefix is added only if this text does not start with an alphabetical char...which ? isn't. That's why anchors break.

Works fine for me on trunk. Suspect this was fixed a while ago, I was working on anchors yesterday and didn't notice any problems.

No action.
