You mean something like Foswiki::Func::getCgiQuery()->params() ?

its another one of those snuck in, accidental (for good reason) fixed API's that new developer's would be hard pressed finding information on.

This is a doc topic, at best. Changed the headline from "it looks to me like there is no Foswiki::Func method for getting the URLParams. this feels odd", and regraded to low (AFAIK it has never been raised as an issue by a dev, as there is a wealth of exemplary material.
