New topic get WebTopicCreator as parent by default if it gets created from a simple html form that does not define a parent.

The default should be none.

It is especially visible in Sandbox web where we have a small app that creates test topics.

The root cause it a too aggresive addition of parents to all system topics.

Templates that are used for new topics must not have a parent defined.

Fixing for 1.0.8
