we need contexts like hastopicchangspermission etc that are added earily enough to be used in template expansion.

so that we only show the topic actions that apply to that user.

I wholeheartedly agree.

You forgot because you did not raise a feature request on codev with a committed developer.

Target is agreed is 5.0.
