The unit tests are designed to be run as a normal user, so that cases where permission to write files is denied can be tested.

Prior to the addition of test_4061 to the RegisterTests the tests would not fail if run by the superuser.

The simple answer is "don't run the tests as the super-user". The documentation is already clear on this point.
