configure does not report that what it installed is not the same as whats in the MANIFEST. so the user is pretty much in the dark if anything goes wrong, or files are excluded..

found when working out Item607

Configure installer is now driven from the manifest, so if the file is not listed in the manifest it won't be installed. Changing this to no action.
